As used in this chapter: "Bonds" means bonds, notes, and other instruments of indebtedness. "County" means the counties of Hawaii, Kauai, and Maui and the city and county of Honolulu. "Director of finance" means the director of finance of each county. "Governing body" means the council of each county, or any other body exercising the legislative powers of the county.
