Counties can issue bonds within state limits

This section gives each county the power to issue general obligation bonds, but only under the rules and conditions in this part. The county's total unpaid debt cannot go over the limit set by the state constitution.

The statute, as written — Issuance authorized; limitation

Each county in the State shall have the power and is hereby authorized to issue general obligation bonds of the county within the limitations, for the purposes, upon the terms and conditions, and in the manner, provided in this part. The total funded debt of the county that is outstanding and unpaid at any time shall not exceed the limitation prescribed by the Constitution of the State.
