HRS §481B-3
Certificate for disabled or handicapped telephone solicitors
This section says the state's vocational rehabilitation office gives a numbered certificate to disabled or handicapped people who sell goods or services by phone. The certificate proves the person's disability is a serious, lasting work barrier. It lasts one year and can be renewed. You cannot claim to be disabled or handicapped in phone sales without this certificate.
