(a) Chapter 91 shall wherever applicable govern the rights, remedies, and procedures respecting the administration of this chapter. (b) The director shall appoint, subject to applicable civil service laws, a competent person to administer this chapter. The director shall delegate to the administrator such powers, subject to the authority of the director, as may be necessary to carry out the provisions of this chapter.
