As used in this part, unless the context otherwise requires: "Net weight" means: (1) As applied to commodities, the weight of a commodity excluding any materials, substances, or items not considered to be part of the commodity. Materials, substances, or items not considered to be part of the commodity include, but are not limited to, containers, conveyances, bags, wrappers, packaging materials, labels, individual piece covering, decorative accompaniments, and coupons. (2) As applied to services, materials considered to be part of a service may or may not include packaging materials, depending upon the type of service that is being purchased. It shall in no instance include the weight of the conveyance used to transport goods if the service is transportation of goods. "Sale from bulk" means sale of commodities or services when the quantity is determined at the time of sale. "Weight", as used in connection with any commodity or service, means net weight; when a commodity is sold by drained weight, the term means net drained weight.
