Money transmitter's liability is limited to the amount involved
This section says that a licensed money transmitter is only responsible for the amount of money they were supposed to send or the face value of the payment instrument. They are not responsible for more than that amount.

A licensee's responsibility to any person for a money transmission conducted on that person's behalf by the licensee or the licensee's authorized delegate shall be limited to the amount of money transmitted, the face amount, or the purchase amount of the payment instrument.
