Which law wins when this article conflicts with other laws

The statute, as written — Relation to article 9 and consumer laws

(a) If there is conflict between this article and article 9, article 9 shall govern. (b) A transaction subject to this article shall be subject to any applicable rule of law that establishes a different rule for consumers, including any other statute or rule that regulates the rates, charges, agreements, and practices for loans, credit sales, or other extensions of credit and any consumer protection statutes or rules.
