Federal rules override state law when they conflict

This section says that Federal Reserve regulations and operating circulars take priority over this state law. If the two conflict, the federal rules win. This applies only to the part that conflicts.

Regulations of the Board of Governors of the Federal Reserve System and operating circulars of the Federal Reserve Banks supersede any inconsistent provision of this article to the extent of the inconsistency.
