The members of the board of water supply shall select their own chairperson and other officers. If the chairperson is absent, the members of the board shall select an acting chairperson. The board shall hold at least one regular meeting each month. The board may adopt rules and regulations necessary for the conduct of its business. A majority of the members of the board shall constitute a quorum for the transaction of business and the affirmative vote of at least four members of the board shall be necessary to validate any action of the board.
