Water board can make and change its own rules
The county water board is allowed to create, update, or cancel rules about how the water system is run, kept safe, and protected. These rules become as strong as the law once they are made.

The board of water supply may make and from time to time alter, amend, and repeal rules and regulations relating to the management, control, operation, preservation, and protection of the waterworks of the county. The rules and regulations shall have the force and effect of law.
