Board organization, meetings, and quorum

This section says the board must pick a chairperson and vice-chairperson from its own members, meet at least four times a year, and have a majority of all board members present to make decisions. The board must also adopt rules needed to carry out its duties.

The board shall elect from its own membership, a chairperson and a vice-chairperson. The board shall meet at least four times a year and a majority of all members to which the board is entitled shall constitute a quorum to do business. The board shall adopt such rules as are necessary in carrying out the purposes of this chapter.
