As used in this chapter, unless the context otherwise requires: "Commission" means the Kaho`olawe island reserve commission. "Department" means the department of land and natural resources. "Island reserve" means the area designated as the island of Kaho`olawe and the submerged lands and waters extending seaward two miles from its shoreline. "Waters" means the area extending seaward two miles from the shoreline.
