The attorney general has to create rules and regulations needed to make sure people follow this chapter. The rules should be the most efficient and effective way to do that.

The attorney general shall adopt rules and regulations, as may be necessary, which will insure compliance with the provisions of this chapter by the most efficient and effective means possible.
