County pensions must follow this part's rules

This section says that counties cannot give out pensions unless they follow the rules in this part of the law. There are exceptions for police, firefighters, and bandsmen, and for part V. So, most county pensions must meet these requirements.

No pension shall be granted by any county (except under present provisions of law relating to police, firefighters, and bandsmen and under part V) unless the same shall comply with the requirements of this part.
