State agency must create and publish rules

The state agency in charge of this program must write and share rules to run it well. These rules cannot go against the law in this part. The agency decides what rules are needed.

The state agency shall make and publish such rules and regulations, not inconsistent with this part, as it finds necessary or appropriate to the efficient administration of the functions with which it is charged under this part.
