HRS §88-99

No benefit increases until the pension fund is fully funded

This section stops any improvements to retirement benefits, like lowering the retirement age, for any group of members. The freeze stays until the pension system's assets are worth 100% of what it owes in future benefits. It is a temporary hold tied to the fund's financial health.
