HRS §96-15
When the ombudsman can report agency misconduct
If the ombudsman thinks an agency worker may have done something wrong or broken a duty, the ombudsman can tell the right authorities about it. The ombudsman does not have to tell the worker first. This section only covers that referral step.

The statute, as written — Misconduct by agency personnel
