This section gives the State of Hawaii the power to promote and keep a healthy environment. It can also prevent too much pressure on the environment and the state's resources. This is a general statement of the state's authority.

The State shall have the power to promote and maintain a healthful environment, including the prevention of any excessive demands upon the environment and the State's resources.
