When the county repeals a law, it does not erase things that already happened or rights that were already gained before the repeal. Lawsuits that started before the repeal can continue. This section protects people from losing rights because of a repeal.

The repeal of any resolution or ordinance shall not affect any act done, or any right accruing, accrued, acquired, or established, or any suit or proceedings had or commenced in any civil case, before the time when the repeal takes effect. 1-7
