What a grading permit allows and what conditions may be attached
Read the official text at hawaiicounty.gov ↗A grading permit only allows the work shown on the permit and approved plans. It does not excuse you from getting other permits needed for the same work. The county can add conditions to the permit to prevent hazards or nuisances, like fencing, landscaping, or cleanup.
