HCC §12-4
When improvements outside a district can be included
Read the official text at hawaiicounty.gov ↗This section lets a county include improvements built outside an improvement district's boundaries if they clearly help properties inside that district. The cost is then charged to those properties. If the improvement helps more than one district, the cost is split among the districts based on how much each district benefits.
