The director can make rules to put this article into effect, following state law. This article does not stop the department from doing street maintenance, cleanup, or volunteer work on its own.

The director may adopt rules pursuant to chapter 91, Hawaiʻi Revised Statutes, as may be necessary to implement this article. Nothing in this article shall be construed to limit the department’s existing authority to conduct street maintenance, cleanup operations, or volunteer coordination independent of the program.
