(a) There shall be an animal control and protection administrator who shall be in the civil service and shall be recruited through civil service recruitment procedures based on merit. (b) The animal control and protection agency shall consist of the animal control administrator and necessary staff. The animal control administrator shall oversee and supervise the operations of the animal control and protection agency.
