Park rules and penalties for breaking them

The director can make rules for using parks and recreation areas, including fees and permits. These rules must follow state and county procedures and have the power of law. Anyone who breaks a rule can be fined up to $250.

(a) The director is authorized to adopt reasonable rules and regulations as the director deems necessary for the conduct of the department’s business as authorized and prescribed, including rules and regulations for fees and charges, special licenses, permits, concessions, and admissions for the use of parks and recreational grounds, facilities and equipment, and for the conduct of all persons while on or using parks and recreational grounds. All rules and regulations shall be promulgated in accordance with the Administrative Procedures Act, chapter 91, Hawai‘i Revised Statutes, and section 13-7, Hawai‘i County Charter and shall have the force and effect of law. (b) Any person who violates any rule or regulation promulgated under authority of this section shall, upon conviction, be fined not more than the sum of $250. Prosecution in such case shall be as provided by law for the prosecution of misdemeanors. Article 12. Central Coordinating Agency.
