Drainage easements for natural water courses
Read the official text at hawaiicounty.gov ↗When a subdivision has a natural water course, drainage way, channel, or stream running through it, the developer must set aside a drainage easement or right-of-way that follows the water course and is wide enough for drainage. The county may also require streets or parkways along the water course.

Where a subdivision is traversed by a natural water course, drainage way, channel, or stream, there shall be provided a drainage easement or drainage right-of-way conforming substantially with the lines of such water course, and of such further width as will be adequate for the purpose. Streets or parkways parallel to water courses may be required.
