When half streets are allowed and what must happen

(a) A half street shall not be permitted except: (1) Where essential to the reasonable development of a subdivision; (2) When it is in conformance with other provisions of this chapter; and (3) When the director is shown clear evidence that the adjoining parcels will be developed and that dedication of the other half will be made when the adjoining property is subdivided. SUBDIVISIONS § 23-47 (b) Whenever a half street is adjacent to a tract to be subdivided, the other half of the street shall be platted within the tract. (c) Reserve strips and street plugs may be required to preserve the objectives of a half street.
