How to appeal a director's decision
Read the official text at hawaiicounty.gov ↗If you disagree with a decision made by the director under this chapter, you can appeal to the board of appeals within 30 days. The board can uphold, change, or send back the decision if it was illegal, clearly wrong, or unfair. The board must make rules for appeals.

Any person aggrieved by the decision of the director in the administration or application of this chapter, may, within thirty days after the director’s decision, appeal the decision to the board of appeals. The board of appeals may affirm the decision of the director, or it may reverse, modify or remand the decision if the decision is: (a) In violation of this chapter or other applicable law; or (b) Clearly erroneous in view of the reliable, probative and substantial evidence on the whole record; or (c) Arbitrary, or capricious, or characterized by an abuse of discretion or clearly unwarranted exercise of discretion. The board of appeals shall adopt rules pursuant to chapter 91, Hawai‘i Revised Statutes, necessary for the purposes of this section. Article 2. Administration. Division 1. General Provisions.
