Windshields, fenders, and bumpers required with exceptions

Most vehicles on the road must have a windshield, front and rear bumpers, and fenders on all wheels. Motorcycles and motor scooters do not need windshields or bumpers. If the vehicle type or use makes this equipment impractical, the finance director can approve removing it.

(a) Every motor vehicle upon a highway, excepting a motorcycle or motor scooter, shall be equipped with a windshield and front and rear bumpers. (b) Every motor vehicle upon a highway shall be equipped with fenders for all wheels. (c) Where the type of vehicle and the usage of the vehicle make the foregoing equipment impractical, such equipment may be eliminated upon approval of the director of finance.
