The provisions of this chapter shall apply to the operator of any vehicle owned by or used in the service of the United States government, the State or the County. No driver or operator of any government vehicle shall violate any of the provisions of this chapter, except as otherwise permitted by this chapter or by Federal or State law. Article 3.
