Read the official text at hawaiicounty.gov ↗

If you drive a vehicle carrying litter on a highway, you must keep the load fully covered or sealed so nothing can fall out, leak, or escape. The cover must be tied down tightly so it stays on the vehicle. This rule applies to any vehicle moving litter on a road.
