(a) All parking meter zones shall be designated by an ordinance adopted upon two readings by the council. (b) The areas described in schedules 37 through 40, sections 24-289 through 24-292 are designated as parking meter zones and shall be utilized for parking within the time limits and at the monetary rates noted in those schedules.
