(a) Appropriate area identifications for parking permittees shall be provided to be affixed on the vehicles. Parking privileges shall be valid only in designated areas. (b) In any proceeding for violation of the parking provisions of this division, the serial number displayed on the registration plate attached to the vehicle involved in such violation shall constitute prima facie evidence that the registered owner of the vehicle was the person who parked the vehicle at the point where, and during the time when, such violation occurred.
