Towing vehicle brakes must work if trailer breaks away
Read the official text at hawaiicounty.gov ↗This rule applies to vehicles made after July 1, 1961 that tow a trailer with brakes. If the trailer breaks away from the towing vehicle, the towing vehicle must still be able to stop using its own brakes. This section only sets that safety requirement.

Every motor vehicle manufactured or assembled after July 1, 1961, and used to tow a trailer, semi-trailer, or pole trailer equipped with brakes, shall be equipped with means for providing that in case of breakaway of the towed vehicle, the towing vehicle will be capable of being stopped by the use of its service brakes.
