HCC §24-93

Emergency brake controls for tow trucks

Read the official text at hawaiicounty.gov ↗

This rule says that a tow truck pulling a vehicle with vacuum brakes must have a second emergency brake control, separate from the regular one. This second control must work on its own, unless the braking system automatically applies the towed vehicle's brakes if pressure fails. It does not need to allow gradual braking.

A copy, taken August 21, 2026. The version published by Hawaiʻi County is the one that governs, and it may have changed since. Check it before relying on anything here.

Every towing vehicle used to tow other vehicles equipped with vacuum brakes, in operations other than driveaway or tow-away operations shall have, in addition to the single control device required by section 24-94, a second control device which can be used to operate the brakes on towed vehicles in emergencies. The second control shall be independent of brake air, hydraulic, and other pressure, and independent of other controls, unless the braking system be so arranged that failure of the pressure upon which the second control depends will cause the towed vehicle brakes to be applied automatically. The second control is not required to provide modulated braking. VEHICLES AND TRAFFIC § 24-94
