How streets are classified by nearby zones
Read the official text at hawaiicounty.gov ↗This section says that unless the law says otherwise, a street, right-of-way, or easement is treated as part of the zoning district next to it. If two different districts border it, each one extends to the middle of the street.

Unless otherwise designated in this chapter, the area of any street, right-of-way or easement is considered to be and shall be classified within the immediately adjacent district and if there be more than one district then each shall extend to the center of the street, right-of-way or easement.
