(a) Parking and loading standards are intended to minimize street congestion and traffic hazards, and to provide safe and convenient access to residences, businesses, public services and places of public assembly. (b) Off-street parking and loading spaces shall be provided in such number, at such location and with such improvements as required as set forth in this division.
