(a) When computation of required parking spaces results in a fractional number, the number of spaces required shall be the next highest whole number. (b) In stadiums, sports arenas, meeting facilities, and other places of assembly in which patrons or spectators occupy benches, pews or other similar seating facilities, each twenty-four inches of width shall be counted as a seat for the purpose of determining requirements for off-street parking.
