Accessory dwelling units shall be prohibited in the following areas: (1) Any building site within the State land use conservation district; (2) Any building site developed under an affordable housing project which has been granted preemptions from the requirements of this Code; or (3) Any building site on which the construction of an accessory dwelling unit or a second dwelling unit is specifically prohibited by a change of zone ordinance.
