HCC §25-6-40
What a project district is for and who it applies to
Read the official text at hawaiicounty.gov ↗This section explains that a project district is a flexible way to plan development, instead of using fixed land use rules. It allows different uses and building designs to fit each project's goals. It also says a project district is a change to the county zoning chapter that updates district boundaries.

The ordinance, as written (Hawaiʻi County) — Purpose and applicability
A copy, taken August 21, 2026. The version published by Hawaiʻi County is the one that governs, and it may have changed since. Check it before relying on anything here.
The project district (PD) development is intended to provide for a flexible and creative planning approach rather than specific land use designations, for quality developments. It will also allow for flexibility in location of specific uses and mixes of structural alternatives. The planning approach would establish a continuity in land uses and designs while providing for a comprehensive network of infrastructural facilities and systems. A variety of uses as well as open space, parks, and other project uses are intended to be in accord with each individual project district objective. A project district is an amendment to this chapter which changes the district boundaries in accordance with the individual project district. (1996, ord 96-160, sec 2; ratified April 6, 1999.)25-6-40
