HCC §27-2
Why the county recognizes flood danger
Read the official text at hawaiicounty.gov ↗This section explains that flood-prone areas in Hawaii County can cause deaths, property damage, health risks, and high public costs. It says flood losses happen because of blockages in flood zones and buildings that are not properly protected. This is a background statement, not a set of rules.

The ordinance, as written (Hawaiʻi County) — Findings of fact
A copy, taken August 21, 2026. The version published by Hawaiʻi County is the one that governs, and it may have changed since. Check it before relying on anything here.
(a) The flood hazard areas of the County of Hawai‘i are subject to periodic inundation which results in loss of life and property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety and general welfare. (b) These flood losses are caused by the cumulative effect of obstructions in areas of special flood hazards which increase flood heights and velocities and, when inadequately anchored, cause damage to uses in other areas. Uses that are inadequately floodproofed, elevated, or otherwise protected from flood damage also contribute to the flood loss. (1993, ord 93-78, sec 3.)27-2
