This section explains how to interpret the rules in this chapter. The rules are the minimum required, and they are read in favor of the County. They do not take away any other powers the County has under state law.

In the interpretation and application of this chapter, all provisions shall be: (a) Considered as minimum requirements; (b) Liberally construed in favor of the County of Hawai‘i; and (c) Deemed neither to limit nor repeal any other powers granted to the County of Hawai‘i under State of Hawai‘i statutes.
