Read the official text at hawaiicounty.gov ↗

The county may accept money, work, or property from anyone to help create a community facilities district, even before the district is formed. The county can agree to pay back the money or the lesser value of the work or property, with or without interest, but only if the repayment plan is in the official district creation documents. Such an agreement is not a county debt and can only be paid from district taxes or bonds.
