What to include in a petition to create a district

A petition requesting the institution of the procedure for the establishment of a district shall include all of the following: (a) A request that the council institute the procedure to establish a district pursuant to this chapter; (b) A description of the boundaries of the territory which is proposed for inclusion in the district; (c) A description of the type or types of facilities to be financed by the district; (d) The signatures of the owners of not less than twenty-five percent of the area of land proposed to be included within the district. If the council finds the petition is signed by the requisite number of owners of land proposed to be included within the district, that finding shall be final and conclusive.
