(a) If the council determines that the public convenience and necessity require a change permitted under section 35-28(a) or require the levy of a new assessment, the council may approve an ordinance for change. The council shall commence proceedings only upon receipt of a request from the board directors. (b) An ordinance for change for a district shall be an amendment of the ordinance establishing the district.
