What a proposed ordinance for change must include

A proposed ordinance for change shall do all of the following: (1) State the name of the district; (2) Describe the boundaries of the district; (3) Specify the proposed change to the supplemental services or improvements, the supplemental services or improvements to be financed or the boundaries; (4) Specify whether the issuance and sale of bonds to finance any supplemental improvements is required; (5) Specify any proposed new special assessment which will be levied to finance new or existing supplemental services and improvements or payment of debt service for supplemental improvements; and (6) Specify any proposed change to the rate or method of apportionment of an existing special assessment.
