(a) The authorized association shall enforce standards for the size, design, color and material of publication dispensing rack inserts that may be inserted into the authorized association’s publication dispensing rack enclosures pursuant to permit, which shall have been approved by the director. (b) No person may place anything other than: (1) A publication dispensing rack insert for which a permit has been issued and meeting the standards established pursuant to subsection (a); and (2) Copies of the publication permitted to be dispensed from the publication dispensing rack insert into a space in a publication dispensing rack enclosure.
