Read the official text at hawaiicounty.gov ↗This section says a female dog in heat cannot run loose or leave the owner's property, except on a leash held by an adult. At other times, she must be kept inside a building or fenced area so she cannot meet a male dog, unless breeding is intended. Violations cost $10 each.
