HCC §5-2-3

Permit holders must follow all building code rules

Read the official text at hawaiicounty.gov ↗

This section says that anyone with a building permit, or their agents, must follow all the rules in the county's construction codes. Any permit that tries to allow breaking those rules is not valid. Getting a permit does not excuse you from following other laws.
