These rules apply to all new development in the special planning areas of Lihu'e Town Core, as described in the 2009 plan. The regular zoning rules also apply there, except where this article changes them. If this article conflicts with older county rules, this article wins.

Unless otherwise expressly prohibited by law, the provisions of this Article shall apply to all new development located within the special planning areas described herein the Līhu'e Town Core Urban Design Plan of 2009.The regulations and procedures established in the Comprehensive Zoning Ordinance shall apply within the special planning areas of the Līhu'e Town Core area, except to the extent that such regulations or procedures are changed or modified by the provisions of this Article. When the provisions of this Article differ with respect to the provisions of Chapter 8 or Chapter 10 of the Kaua'i County Code in force and effect prior to the enactment of the ordinance codified in this Article, the provisions of this Article shall apply.
