Notwithstanding any approval by the Real Property Division of the Department of Finance of the County of Kaua'i of a petition of a landowner within any district to dedicate his or her land for a specific ranching or other agricultural use under Section , R.C.O. 1976, the Planning Commission may recommend the reclassification of, and the County Council may change, the land use district in which the land is situated.
